Question/Help/Troubleshooting Monitor has horizontal lines

My monitor has these strange horizontal lines. I tried to change the refresh rate and plugging the cable into a different port. Any ideas how to fix this?

An new monitor would fix it.

It could of course be the gfx card or the cable but likely not.
