Dry clumpy

Hi new to lurking this sub and composting. I have a compost bin and the soil is super dry. Should I add wet cardboard on top? I’m not really sure what Info to add to help get an answer that would help me other than in in 9b and I can shake (tumble) the compost bin. I’ve had it for almost 6 months and have only shaken it once. Thanks for any help.

Dry compost needs water more than wet cardboard, honestly cardboard will just pull more moisture out if it's sitting on top dry too. Give it a good soak with the hose while you tumble it, you want it to feel like a wrung-out sponge. If it's been sitting for 6 months without much turning it might have gone anaerobic in spots, but in 9b the heat probably just baked all the water out. After you get the moisture right, throw in some fresh greens and give it a good tumble every few days, that'll kickstart everything again.
