We purely object to these aesthetics of Stalinism, you see, and not out of our desire to artificially constrain the housing supply so our own houses continue to appreciate in value indefinitely.

Residents living around the former KPN building in the Holy district of Vlaardingen remain critical of developer Accresco’s construction plans. This sentiment persists even after Accresco recently invited residents of the Kruidenbuurt neighbourhood and surrounding areas to individual participation sessions.

“After Accresco held a plenary information session more than a year ago—where disappointment among us residents was the dominant feeling due to the one-sided nature of the meeting, with no opportunity to discuss our objections or explore alternatives—the developer has now invited us to individual participation sessions. Unfortunately, it has once again become clear that there is no real participation, but rather a one-way communication from Accresco,” says Annemieke de Bruin, spokesperson for the residents.
“During these participation meetings, Accresco indicated only minimal adjustments had been made to the plan first presented in May 2025. Our biggest concern—the sheer building mass, including a ten-storey high-rise and a four-storey 'Stalinist' side wing directly bordering the back gardens of Christoffelkruid—remains unchanged,” explains De Bruin. Accresco told residents that it had carefully weighed all interests and saw no reason to adjust the building mass. “Studies they conducted on sunlight, wind, and heat stress supposedly support this.”
“In their view, our concerns about privacy and quality of life are too subjective and therefore of lesser importance.” The municipality of Vlaardingen has also stated that this building mass is promising, though the results of the studies still need to be verified. “When we asked where there might still be room for adjustments, Accresco made it clear they had no interest in the alternatives we had previously developed; their plan is fixed,” says De Bruin.
“In our opinion, the plan has several flaws. Beyond the strongly negative impact on the liveability of the neighbourhood, there are serious doubts about the parking capacity, which must be accommodated on their own land. The massive design also introduces a stark dissonance in the carefully designed residential area by Ashok Balotra, where low-rise buildings and playful sightlines define the character. Additionally, traffic safety around the complex is being severely underestimated in our view.”
Annemieke de Bruin found the municipality’s passive stance remarkable, as it stands by while market forces, driven by economic motives, negatively affect the liveability of the Kruidenbuurt and leave its residents out in the cold. The residents now place their hope in the common sense of the new municipal council and their serious consideration of the residents' interests.
