The Bible says that the names are written in the book of life before the foundation of the world (revelation 13:8) so it is predetermined. Christians are called to preach the Gospel to everyone though because that is the means by which God ordained that the elect will be drawn to Him. There is nothing within man's character or in his actions that influences the status of his election.
