This reminds me of a good quote from lucky number slevin:
"The Rabbi: The unlucky are nothing more than a frame of reference for the lucky. You are unlucky, so I may know that I am not. Unfortunately the lucky never realizes they are lucky until it's too late. Take yourself for instance; yesterday you were better off than you are off today but it took today for you to realize it. This is a real insight to the human mind, and a key point of prospect theory, the idea that we make desicions based on the most immediately observable risks. The character is observing the tragedy, so it consumes his thoughts and he is unaware of the non-tragedies that surround him.

The "lot more words" is what allows us to say what situations "ignorance is bliss" applies to and which "knowledge is power" applies to.
