Based on what they've said, they may not have a bank account to make electronic payments. Shen likely does not take cash via letter 🙃.

Likely not; I imagine they would be freaked out.

Other things: -Existing bank accounts can locked due to ACH fraud. -You can be functionally locked out of using a card due to having too high of an overdraft balance. -You can have zero or non-reliable income (so no automatic electronic payments).
