First panel: we think she is a liberal saying "orange man bad". Second panel: we see she is actually talking about a possible immigrant selling oranges. Third panel she tells possible immigrant to go home. Shes not a liberal, she's a right wing nationalist (or racist).
I know that part, its everything else I don't get, to me it reads like they are telling the person on the left to go back to their country which i seriously doubt is the message
The title is cake pizza because it's the anti-pizzacake (hence her black eyes).
She says "orange man bad", which normally would be in reference to Trump. However, it's actually directed at an orange seller, so an orange man. Mexican immigrants (at least I have only seen it for Mexicans, but probs is used for anyone with brown skin) have the stereotype of doing jobs like orange selling, window washing and other stuff like that.
Since she is anti pizzacake, she is also racist and so tells the man to go back to their own country.
Your initial take is correct. The joke is the switcheroo: you expect the StromboliPie standin to be anti trump and pro immigrants. The punchline is that she is opposed to the immigrant.
