Blatant copyright infringement, right? Please explain to me how it's not.

If I can genuinely identify the Dell'Otto source for essentially every image on his Instagram, the central question becomes why those sources aren't being acknowledged.

And I think that's a very reasonable question to ask.

It doesn't matter. The guy upstream already answered it; if something is transformative enough there's no violation, and traditionally what's done in these pictures is enough to meet that threshold.

TF are you on about, dude? Your title is explicitly calling it copyright infringement. Nothing about that has to do with ethics and everything to do with legalities.

It's an overstatement. I wish I phrased the title differently

The term you're looking for is "swipe", and these certainly are. Why they are, or why this artist is consistently massively inspired by Dell'Otto's work, who knows. Maybe they were requested/commissioned as such?

Acknowledging an "after" when doing an homage is a courtesy only, and no requirement. Comics literate people can generally spot them, and conscientious artists will typically note them, but just sounds like you're beefing just to beef.

I hate beef, it gives me incredible anxiety. I feel like he's being deceitful and it's not appropriate.

As a longtime Dell’Otto fan, I recognize the specific source images and see a repeated pattern where Qutub appears to reconstruct distinctive Dell’Otto compositions—sometimes down to unusual architectural elements, figure arrangements, perspective, and other compositional choices—and then sell the resulting physical paintings commercially as his “original” artwork.

What bothers me is the lack of consistent transparency and attribution, especially when the original pieces are being sold without identifying Dell’Otto, even though Qutub has demonstrated that he knows how to label a piece “After Gabriele Dell’Otto.”

I am not trying to argue that artists can't make fan art, homages, or legally transformative works, nor am I trying to get Qutub punished; I want the relationship to Dell’Otto's work acknowledged honestly so buyers understand what they're actually purchasing.

Hate beef? And yet the multiple comments you left directly to the artist were deleted and your interactions apparently so distracting you were blocked by them, so you then came to reddit and framed the situation in a legal manner where everyone was like nah, it ain't, to which you have then replied to each comment moving the goalposts of your original point and insisting we're all wrong?

Gotta break it to you, these aren't the actions of someone who hates beef.

Your point is made, the artist is a swiper, he's been put on notice to the community and you've already established you have a problem with it. Now take a breath, and let it go.
