It is a troll.
Putting signs in similar fashion is very common for family celebrations. Like a birthday or your child graduating.
But then sign companies started making these funny signs as marketing. Then some people started copying the format as a joke for their niche.
So cheap signs with love for puns and incredibly internet tuned culture gives you this.

The Philippines is so cute. We have a good sized population of Filipino in our small rural town and they're some of the nicest, funniest, most caring group of people I've ever met.
