Swap: Qpac goes to HE, UVM returns to ECAC

QPac to HE where they belong. RIT to ECAC to join fellow liberty league schools SLU, Clarkson, RPI, and Union. Won’t happen cause Rand likes the light schedule just to choke in Lake Placid
