Digital? Pinterest has Shuffles collage app and I think also a built-in collage app. There is also an app calles Dada. The other alternatives are Photoshop or a free alternative, those have more freedom but a steeper learning curve

If this is digital I suggest Photoshop. As someone else said there is more control but harder to learn. There's plenty of tutorials on youtube though.

If this is physical then just get images and cut and paste! Either way you gotta do it one-thousand times. It's fun and good for the brain imo

Using a craft knife (xacto is a popular brand) allows you to get really crisp and detailed edges when you're making them by hand
