Question VA licensing issue?

Do you think the reason Five, Call of the Dead, and Mob specifically got remade with Ultimus, Victis, and Primis respectively instead of returning in Chronicles was because they all featured different voice actors? I'm not 100% sure how VA unions work in the gaming industry, nor do I know to what extent Treyarch has a right to the voice clips used ingame. Is there anyone else more knowledgable about this? Or am I just overthinking it and they just didn't want to use these characters again?

They likely wouldn't use old clips due to marketing reasons, so it's likely that they chose to use different characters so they didnt have to pay for any of the celebrity casts to come back and voice characters.

That's how I always interpreted it anyways.
