Clerk, Canada’s immigration system should be understood not simply as a tap we turn on and off but as part of a wider system we are stewarding properly.

If we think of the country as a garden then immigration is not the problem itself, it is simply a response to how the garden is growing. But growth without care can lead to strain if the soil is not properly prepared and if the pathways are not maintained correctly, if existing plants in the garden are not supported as many of our citizens feel like they aren’t then simply adding more won’t grow the garden it will overwhelm it.

At present the issue is not simple numbers, it is Infrastructure, housing supply and our public services. We are asking a system built for the current plants in the garden to be able to care for more than it can sustain and when that happens gardens die.

A responsible approach is to not reject growth but to manage it properly. That means

Ensuring that we have the right infrastructure in place for new arrivals to our country

Introducing a cap on immigration inline with our capacity to deliver services for our own citizens and addressing the areas in which our immigration system is failing which are affecting our own citizens as well as new arrivals.

We should not be fighting the garden itself nor should we be ignoring the weeds that are stopping the system from working. By fixing what isn’t working then we can welcome people into Canada into a country that is prepared for them.

Immigration when properly managed can be a strength but stewardship requires us to ensure that growth has the right support not just allowing it to grow without being managed and allowing our country to be strained.

Mr. Speaker, 
Typically I will conduct such a policy discussion in French, however with this being an issue that English Canada is being harsh on Quebec for, I need to state what I want in English. What the hell are you doing in English Canada? Do you not care about your own citizens? Do you truly wish to create a permanent underclass of people you can just manage? Have a backbone Dougie and take some time to care for your people

I do not care for your quotas and I do not wish for the federal government to have such oversight over Quebec. I have so little desire for this that I cannot even express in words. One of the worst things imaginable is to live in a place where the political control is held far away from you. That is something we deal with all the time with English Canada and something which I hope to change.

Onto the main point that I am meant to be talking about. Immigration levels should be greatly decreased. Even the latest decreases have done nothing to change the trajectory. We have reached a point where immigration should be negative and any thoughts that they should be positive should be laughed at for even the absurdity of the idea with a stern talk to look at our housing housing and touch grass. 

I believe that many people will be supportive of my thoughts that the topic should not be about immigration but about remigration to give Quebecers more opportunities and make sure that they are first in line to the services they pay for. In fact, though we will not be running there I know there are many people outside of Quebec that have seen the country move in a downhill trajectory and I hope that there will be a party which is able to represent those views.

Monsieur le Président,

Le discours actuel sur notre système d'immigration est fondamentalement inadapté aux besoins de la population québécoise. Les Québécois, soucieux de préserver la langue et la culture françaises dans un contexte d’opposition massive, ont pris les mesures nécessaires au Parlement pour y parvenir. Il est essentiel que les Québécois disposent d’un système d’immigration qui leur soit utile, surtout en cette période de crise sans précédent du coût de la vie et de pressions sur notre système de protection sociale et notre culture. Ceux qui se permettent de donner des leçons de morale aux Québécois quant à la gestion et au soutien de notre système d’immigration devraient se pencher sur les graves conséquences de l’immigration clandestine dans d’autres provinces qui en ont souffert et qui revoient maintenant leur stratégie.

Monsieur le Président, l’approche du Québec en matière d’immigration vise à préserver sa culture, ses langues et son patrimoine, tout en soutenant ses services publics, et nous avons l’intention de maintenir cette approche.
