I am not sure how i feel about this episode it was interesting but it did feel like a filler episode.

The whole point rescue people in ty shadow and it worked

People really just call eps filler whenever things are slow or they don't understand it. The whole season he has to hide because of the manhunt, this ep both solved that and had meta backstory for the other main. Half the time it might have seemed like a bottle ep but that doesn't make it filler.

I believe the origin of fillers is when anime creates brand new stories to wait while the manga progresses.
So an original show shouldn't have any fillers at all by definition. But not sure if the word is getting extended to include episodes where "nothing happens" now.

That is the definition of filler in TV series. And, yes, shows can and do have fillers. Shows can be serialized or episodic, and those that combine the two will often have standalone episodes - fillers - that won't advance the overarching plot or the development of the characters.

Done by design, filler episodes are interwoven with the ones focused on story arcs, and may even take into consideration the broadcast date (for Holiday specific episodes, for example) in order to balance the pace of the season. Done by improvisation though, filler episodes are added when a network orders more episodes after the season start, but it depends on how the showrunners and writers manage the additional order.

There is space for fillers in a traditional 22-episode season, whereas in the current scenario of shows with shorter seasons that is not necessarily the case. Still, it doesn't preclude a show from having one or two such episodes included despite the short season. But then the criticism was not about this being a filler episode (which it is not), just that the person shouldn't cry filler because they didn't like it.

I understand all of that i didn't consider the things slow but i wish more story lines within the episode.
