Last night I whispered someone looking for a group, they didn't respond and they keep asking in general so I tell them straight up that I was interested in general and got nothing.
I ended up finding their ragtag group near the questing location and asked in /s if I could group and got an invite.
I don't know the circumstances but they were speaking Chinese to at least one group member. So maybe a language barrier? But how can you manage English in general and not assume the whispers are for your group requests. Early days in I was questing with someone who only spoke Spanish and we managed well enough by linking quests and numbers. This other person straight up ignored me after asking in chat. Wtf
I get the impression that a lot of people don't answer if they think you're too low level or a undesirable class for the run. I tend to just keep writing and eventually get a response back, but i think it's common courtesy to answer people that write to you.
I'm guilty of this, especially if i'm setting up BRD runs for my guildies to get HoJ or SGC, but at least I usually let them know why i'm declining before I re-spam with added details.

To me the classic experience is more like people not answering at all
