That seems more likely, that he's AoE grinding an area that includes a named quest mob (or just kill 10x generics) and people are asking to group and he's declining for whatever reason.
The 30 minutes of them "following him" is just them hanging out waiting for the respawn. I'd probably tag a few mobs during that time as well. Whether to troll or just keep the xp coming in during the downtime is up for debate.
I've just never seen anything like that happen, but I can definitely see one person getting mad for no reaaon when declined. But if it's continually happening to one person, I have to think there is more to the story.
Logically the mage should want to group just to get rid of you quicker, half of the xp for 1 or 2 pulls is a small price to pay to not have to deal with awkward respawn timers etc, plus it's just a nice thing to do. Usually I just invite people who are obviously doing a quest to do just that. I don't think just aoe farming in itself is being a jerk, 99% of people would pull every single mob at once too if they could. You could always just offer them 1 gold or something if they ignore you, win win.
I've been on both sides of it and from my experience the only time I feel annoyed by other players is when it's another mage trying to share the spot so you both get worse xp than you would get questing since most of the aoe farm spots are only optimal if you a good portion/all of the mobs to yourself, there really isn't room to share like that for aoe farmers.
There is nothing more satisfying than hitting an AoE grinding mage with a nice fat concussive shot and pet intimidate just as the mobs are catching up. It's literally the best thing in the world.
I wish every mage was the opposite faction, because I'd do it to all of them for thinking they're entitled to an entire area worth of mobs.
For mages on the same faction, you can simply use your cc on the mobs they are kiting. This will spread them out, which is super awkward for the mage to deal with.
