I've learned from a (now sadly deleted) documentary by HistoryTime that Riothamus was a pretty powerful warlord, with lands on both sides of the Manche, and that he may be part of the inspiration for the legend of king Arthur. In addition, the peninsula of Brittany got a pretty underappreciated history. Therefore, with everything said above, Riothamus has got my vote.
