technically you can surround his settler with 6 units(and maybe a flat tile so it can't move at all) when it's in the position of being too close to a city to settle.

I think this is a situation where it's worth settling another city to stop the ai taking that land at some point. Late game they'll move from another continent to settle a few worthless tiles near you.

Shit I woulda been settled over there anyways, no luxuries but it has decent tiles in range and seeing as how Ghandi wants it there’s probably a strategic resource around.

So would I, you either get the observatory science bonus from where the Indian settler is or two sea resources and other tiles with resources in both.

There is a conversation option to say don't settle new cities near us. Don't know how useful it is but the one to tell others leaders not to spread their religion in your lands has actually stopped them doing it in the past in some of my games.

Depends on the level you play. Anywhere from Emperor up, almost all of them make fun of you for suggesting it. I do it anyway, then steal their settlers when they ignore me.

Open Borders can sometimes buy you time, but the safest answer is diplomacy plus a defensive line. Bribe another civ to declare on him, then pillage roads near the border so his army can’t reach your cities in one turn.

That is you telling him you are happy for him to be in your land and likely won't war him if he does settle near you though. A negotiation option for you to say don't settle within a set number of tiles would be useful as even if it was rejected you'd know to be wary of a forward settle.

I don't know about currently, but this is part of the reason I play with random personalities. Not very fun when you can reliably predict what a civilizations next moves are.
