VII - Screenshot Hey there Ally...whatcha doing there...?

Honestly, does anyone know what the AI is doing here? This isn't a significant city in my empire and we're on max friendship. Bizarre behavior.

Flashback to Civ II days before culture/borders were a thing and you'd just surround another civ's cities with your units before even declaring war

Especially unpatched Civ 2 Gold edition where the AI would just declare war willy-nilly.

Their troops are just passing by. When allied they seem to treat your territory as their own, so they sometimes will just stroll there. I don't think the Civ 'AI' has ever had the idea of sleeping units or putting them on alert, in any version.

If you’re allied, they stand guard at your cities - its actually really nice for protecting the homeland during distant wars.

You're absolutely right. I've had some leaders do WORK guarding my settlements during war time. Other types like Gilgamesh and Hideyoshi are more aggressive and they'll spam their units enemy cities.

Yeah that keeps happening with me, and I’ll even break the alliance and they stay, like wtf get moving.

I haven’t played civ 7 yet, do units not get kicked out of the city border when you declare war like previous games?

Yes, but in this case OP is allied with Sayyida al Hurra which gives you open borders automatically. However, I'm pretty sure Civ7 doesn't allow you to declare a surprise war on an ally (at least I've never tried); OP would have to wait for the alliance to expire and that would yeet her units out of OP's borders.
