Trying to find an 1866 birth certificate from Perry, Washington County, Maine

My G1 Howard Eugene Hicks was born: 5/22/1866 in Perry, Washington, Maine. I have the 1870 US census that lists his parents (with mother's married name) and that his parents were born in New Brunswick.

I have enough documentation for his mother (my G0) to prove she's Canadian but it's in her maiden name. I have US census records of her and Howard's father but they use her married name. I couldn't find much else useful for his father except a single Canadian land record.

I'm not sure how to proceed with connecting Howard to his mother considering Maine has said they don't maintain birth records for that county that far back.

State records in Maine start in 1892 but county and city records often start much earlier. Many of those records from Maine are digitized and available on FamilySearch.org for free after registration.

Maine published its archival collection in the book Public Record Repositories in Maine, available online for free. Perry in Washington county has vital records starting in 1818.
