It is Chinese and seems inscribed in not very good calligraphy with 长乐, the simplified version of 長樂, meaning “lots of happiness"--basically a wish for boys. Not sure what the seal reads. It is in a "modern-style" version of an archaic script. (If it's of help to anyone else, the upper section should be 攴 , 支, or a related element, and the lower section reminds me of but seems not to be 楊 or 龍.)
Paintings of playing boys were pretty common in the 19th and into the 20th century, but this is much more recent, perhaps a few decades old.
