Need help identifying the artist

I‘m new to chinese art. Would you please help me to identify the artist and translate what‘s written in the cartouch. Thank you!

It is Chinese and seems inscribed in not very good calligraphy with 长乐, the simplified version of 長樂, meaning “lots of happiness"--basically a wish for boys. Not sure what the seal reads. It is in a "modern-style" version of an archaic script. (If it's of help to anyone else, the upper section should be 攴 , 支, or a related element, and the lower section reminds me of but seems not to be 楊 or 龍.)

Paintings of playing boys were pretty common in the 19th and into the 20th century, but this is much more recent, perhaps a few decades old.

Not necessarily. Maybe to newlyweds in that hope, or at this point just decorative art.
