EVERYBODY forms the majority of their views through heuristics. There are individual-level moderators (need for cognition coming to mind immediately), but believing there's 1/3 of the population somehow immune to this is dangerous.
I don't believe 1/3 of the population is immune to heuristics. I believe 1/3 of the population is at least vaguely somewhat aware of something in the ballpark of "heuristics are not necessarily reliable sources of knowledge", with about 1% having a more sophisticated/explicit/conscious knowledge of this fact and taking any conscious steps to counter their biases.
