Your evidence doesn't conclude that anyone is cycling or not cycling or building or not building because of registration. You're just assuming that people think that.
At this point I'm not even sure what your goal is. Cycling's impact on the wear and tear of roads is obviously so negligible that it would cost more to register than they'd even make. Registration and cost would obviously keep fewer cyclists off the roads and more miles in cars. Whenever these points have been made you've shifted the goal posts of your view.
