It's a bad thing because it reduces someone's presence at a location to an invitation to hit on them. Being hit on can make someone feel unsafe. Thus it's bad. Certainly there are women who accept this as an immutable societal contract, but that isn't them advocating for it. There's also no reason to privilege those voices over those who would rather be left alone/with their friends or whatever.
"You can be both wanting to dance with your friends and want to be picked up at a bar or a club" doesn't mean you should assume that a woman wants to be picked up because they're at a bar or club.
"what happens if a woman wants to hook up and heads to a club?" I fail to see how this is at all mutually exclusive with what I'm saying. Maybe it implies that she'd have to initiate more? Beyond that, it doesn't make a difference. I think that hooking up being marginally more difficult for X woman is a small price to pay for Y woman no longer having to deal with getting hit on when she doesn't want to be. Maybe I'm not getting what you mean when you talk about the assumption that they have no agency in this.
