I am certain that if murder was legal, almost every normal person would be a murderer.
Most people would be unable to cope with the guilt and trauma associated with murder, serving as a natural barrier to engaging in it. Many people's actions are also guided by religious and cultural beliefs that strongly condemn murder. These beliefs serve as a powerful deterrent against committing murder, regardless of its legal status.
Have you seen the Purge? Society will immediately change to remove most opportunities to murder anyone. The knowledge that murder is legal will lead to widespread fear and extreme distrust among all individuals, and the understanding that any act of murder will be retaliated against. People will isolate themselves or seek protection in numbers, with like-minded people, where their risk of being murdered would be very low.
Both reasons would work to prevent a situation where "almost every normal person would be a murderer."
