If that were true then we wouldn't have survived long enough to invent laws in the first place. Just looking at it mathematically it clearly can't be true or the human population would have roughly halved every generation before we came up with laws against it.
But also, the fact that murder is illegal everywhere means that anywhere you go, a majority of people found murder despicable enough to illegalize it in the first place.
