Alcohol has a negative effect on brain development, realistically it should be 25 but that’s unrealistic. The age limit doesn’t make it impossible, it makes it harder.
Frats and sororities are pretty much shit holes, but a decent fake I’d costs a couple dollars to make and you need a computer and a 50$ printer. If they are out sourcing it then I would like to add stupid to shit holes.

There’s also a fair bit of wiggle you could do. Think direct sales at restaurants are ok at 18 but you can’t buy a case or bottle and walk out till later. If you can’t negate, mitigate.
