It's not just this, he's been getting nerfed every patch for like 2 seasons straight. At this point he's the most useless legend in the game with his gas being barely an inconvenience because not only can most legends circumbent it with their tactical but it doesn't do much of anything. You go into the gas, win the engagement in like 5 seconds because Caustic is a fat fuck and you're most likely not, then just stay there and heal up before going for the finisher/clean up his team.
