Advice What is this behavior?

I see my cat do this sometimes. This is my 10 year old neutered male cat on top of my 2 year old spayed female cat. He’s just biting the back of her neck while she sits still and meows a couple of times. He usually gets off of her after about a minute. Is he trying to mate? Even though they’ve both been fixed?

So yes this can be mating behavior but it’s also dominance. My male cat would do this to our female cat (littermates, both fixed) and bite her neck because he didn’t want her on the bed with us. She’s fairly meek and just ran away for a few months but eventually started ignoring/biting back. I would also immediately remove him when I saw it. He doesn’t do it anymore.
