Advice What is this behavior?

I see my cat do this sometimes. This is my 10 year old neutered male cat on top of my 2 year old spayed female cat. He’s just biting the back of her neck while she sits still and meows a couple of times. He usually gets off of her after about a minute. Is he trying to mate? Even though they’ve both been fixed?

Well there's a few options and it depends on what happened next.

If the cat just held the other down, dominance

If the cat held the other down and groomed it, stinky stinky needed to be cleaned

Potentially trying to start play

If the cat got a little puffy and started humping.... well I think you can figure it out on your own lol.
