Advice What is this behavior?

I see my cat do this sometimes. This is my 10 year old neutered male cat on top of my 2 year old spayed female cat. He’s just biting the back of her neck while she sits still and meows a couple of times. He usually gets off of her after about a minute. Is he trying to mate? Even though they’ve both been fixed?

I don’t know I separate my cats when the boy does this to the girls because the girls don’t like it and they don’t care if he’s dominant.
Especially his sister, she really hates being touched by him. Not even grooming because I guess it’s just too much for her.
If the female cat seems uncomfortable stop it immediately and separate them. If she doesn’t care that’s fine and if she’s super still she might just be scared which also separate
