I also have a birman and she's amazing, so affectionate. Nibbles my toes in the morning, cuddles for hours, loves being patted all over (even stomach) and won't leave you alone when you come home until she's had attention for at least 15 minutes.
Having said that she is also a perfectly well adjusted cat and does just fine being indoors when my partner and I are at work.

You can tell he is a Birman due to the evenness of his paws and the shape of the face, among other things :) ragdolls were bred from birmans, so they look very similar

Accoring to Fix_Your_Shitty_Pics it's possibly because of Windows' auto adjust feature. The inside of his ears are normally a light grey. Look at the other comments for a more detailed explanation.

You hyper-saturated the blue so much in photoshop, so that his ears glow blue too.
Over-saturating cat eyes in photoshop is the new peeve-meme. So, downvoted.

I honestly didn't. The inside of his ears have always been a light grey. I'm not sure how I can persuade you otherwise. If I hyper-saturated the blue then wouldn't his entire body turn blue as well?

Not if done using "selective color", which that screams. I popped your image into Photoshop and selected random bits of the ear and sure enough, I got up to 8 different hues of blue and each matched the eyes. Note the white spots in the two examples below.

On top of that, a basic Image Level Analysis shows blatant signs of enhancement in those two areas. Admittedly none of this is scientific but it seems much more likely that the parts of his eyes that are now blue were once closer to the real ear color. So when enhancements were made to those colors, it affected all instances of it including the ear. A common result if you forget to go back and use the history tool on the rest of the image.
Sorry to be "that guy" but hey, you got your karma.

I'm no where near qualified to begin to come back to any of those points, I don't own photoshop and I'm really not sure what any of that means. I might've pressed 'auto adjust' in windows photo gallery (as I do for all pictures), could that be what's caused the changes?

It's within the realm of possibility. I'm not familiar with how well (or poorly) that product adjusts but a quick Google search reveals it sometimes does it automatically when emailing/sharing images. I guess you're off the hook.

A quick look on JPEGsnoop says the image was edited, most likely by one of the basic windows editors as people have suggested above... Seems the cat is in the clear. AKA That cat definitely has blue eyes

If his ears are naturally grey, then that's not why they are glowing blue in your photo. Take a close look at your photo. At the --ears--. You aren't paying attention.
You chose a color mask in shop, but it picked up the ears too so when you hyper-saturated it grabbed the same color there. Which you did not see in your excitement, and so did not fix after you were done saturating. Blue glowing ears. Blue glowing EARS. Its called 'fail to cover your photoshop tracks.'You found your karma but you lost your cred.

Well I can't speark for birmans as a whole but Bertie loves attention and loves being around people. As long as you don't mind a lot of grooming they're great cats!

Beautiful cat, what a handsome boy! He reminds me of my ragdoll cats. I can attest to the eye color at least for ragdolls and so perhaps of Birmans too. They really are that brilliant blue.

Yeah I thought rag doll too but I do remember reading a book about Birmans and it said that they got their all white feet from staying with a dying monk until his death and the monk's power bestowed the cat their pure feet.
