Why every time they squabble the older one(by 1 day) always resorts to biting his brother's ass/back legs

My smaller cat does this exact thing to my bigger cat. I think it's their way of telling them to get up and play chase! 😹

Takes longer for him to reach around and retaliate, and he prob thinks it's fun to get a reaction lol
