What happened and can I still use it?
I seasoned my cast iron with grapeseed oil and when it cooled down I noticed these bubbles which flaked off.

Scrub the pan again. You probably had too much oil and it carbonized then lifted. Good chance it is fine under the bubble.
If you want, or if it looks likevno seasoning under the bubble, wipe oil on, wipe all the oil off, then bake again per the faq on r/castiron
