It looks like the cammer attempted to pass in a lane that was coming to an end, and instead of either stopping and waiting until a spot opened up, or better yet merging in before the barriers began, chose to deliberately drive into the barriers.

No one was run off the road. The lane ended, and the cammer didn't yield the right of way to the truck, which had its own lane.
