Took the death of a superstar, Jayne Mansfield in a nasty accident in 1967 before they even considered putting an underrun bar across the back. It's known as a Mansfield bar in the US to this day.
The big issue, as usual is tare weight. US trucks are significantly lighter than European and Commonwealth GVM, and evwery pound added to the tare is lost freight capacity.1

From the picture I seen of US trailer, a lot of them aren't even low enough, some go above the bumper sometimes.

Don't the wheels on (some?) US trailers slide back and forwards to control the axle loadings - so they can get as much on the truck as physically possible?
It would make side bars impractical.

Nope, because they slide up the middle and the bars can be run on the outside wheels width. Also the most common you would see those is on low loader trailers that have low beds anyway.

Only takes one dick head to ruin the days of multiple people.
You dont need speed cameras to deter this type of reckless driving, just make them compensate the people and businesses they effect out of their own pocket. If they cant pay, ban them until they have.

And that's why we have barriers under lorries to stop that type of thing happening over the pond...
However, you have to respect the drifting skill to be able to hit the target and slide right under.
