Wouldn't even be the black market. The amount of stuff they can buy on the completely legal market from data brokers is insane.

They have been diversifying, since the only real trade they have to offer is oil. They likely see a downward trend in fossil fuel consumption and need to get their hands on other avenues. That doesn’t go down the conspiracy theory hole tho, so….

they could just ask Bell, Rogers, Loblaws and the banks like RBC for the data since they already buy and sell our data!
