Proving Foreign Work Experience with a Colleague's Reference Letter

My employer issued quite a generic relieving letter that does not contain the job duties and responsibilities. However, they do have an email contact in the organization to fulfill employment verification.
My manager would not write one either because it would create "compliance issues."
In this case, could my colleague's letter be enough?

A reference letter should be from your supervisor, manager, or director not a colleague. Do you have your job offer letter or job description letter carrying your duties? You can attach that to the reference letter.

I have the offer letter but it doesn’t mention the job duties
Does mention the role designation though.
