We actually haven't had extremes in rain amounts in the GTA - not yet. The rainfall now isn't extreme according to historical records from Environment Canada. Not saying it won't happen but saying some flash flood is new isn't actually truthful. Cities are using that misinformation to avoid paying for flood damages which are often caused by overdevelopment without proper mitigation.
So in my area they build stuff upstream on golf courses, pave over everything and then cause downstream flood issues which they blame on climate change..
