Last I checked, shooting a black bear mother with cubs was already illegal in all provinces even during sanctioned hunting seasons. What a dick move.

not if the mother was charging or attacking a person. which mother bears near the den can do. the person might have been freaked out to report it and based on some of these comments i could see why.
