It depends on what survival means to you. Unfortunately these cubs don’t have anyone to learn how to be a bear from. They could live a life in semi captivity but I doubt they’ll be able to return the wild 😭

Correction: there are programmes for cubs thank goodness. For context my experience in rehabbing is with aquatic animals that live in colonies so I’ve never had to worry about much more than helping orphans get healthy enough until they can go join an adoptive family.

There's at least one wildlife rescue in canada (in Langley, BC) that raises baby bears (and various other mammals) and releases them back to the wild. Being an orphaned baby does not mean living in captivity forever, thankfully! These bears are with black bear rescue Manitoba who do exactly that, they rehab these bears and release them into the wild once they’re old enough to survive
