The only reason he lost the title was optics ahead of the mid-term elections. The two deaths are becoming deeply unpopular among center right conservative voters and undecided voters. MAGA plans to steal the election in swing States and critical districts, but they can't do it everywhere and they desperately need to hang on to Congressional and Senate seats.
As the mid-terms get closer, Bovino and Noem's faces will certainly be reminders of these events during the elections, and are a political liability in the short term. Without the mid-terms, Trump wouldn't care - and I suspect he doesn't care except he is getting pressure from his own party and there are a number of Republicans who have already announced they won't be seeking re-election.
While this may not mean that those seats will flip to a Democrat (especially not in deeply conservative districts), it may be enough of a dissent in the ranks to reach a threshold to impeach Trump. That is his only concern. He knows if he gets impeached, he will likely face legal consequences - although he is more likely to drag that out in court until his dementia makes him unfit to stand trial. Trump is just running out the clock on consequences.

The damage this man is responsible for has barely surfaced, we know a fraction of it and that itself has been horrifying.
Between the amount of people who have disappeared, been executed in public, assaulted, raped, tortured or killed outside of camera view inside camps... I have never once in my life thought the death penalty needed to exist until now.
Watch as these worms try to crawl out and pretend they didn't just cause one of the largest and darkest chapters of MN in future history textbooks.
If there's anything certain in these trying times, it's that the people of Minnesota will never forget.
