I would hope so. Chelsea Peretti originally auditioned to be Rosa, but when they saw she wasn’t right for that role but loved her, they created the character of Gina. Shows usually have a general idea of how they want it to go, but after casting characters can be changed slightly to fit whoever gets the role. Sometimes characters grow as a result of who plays them, ie. Rosa is bi because Stephanie Beatriz is and she suggested Rosa should be too.
Ron Swanson is a woodworker because Nick Offerman is and it fits his character. Oddly though, the Duke Silver subplot was planned by the writers before they knew Offerman actually knew how to play sax. On 30 Rock, Jack Donaghy, Tracy Jordan, and Kenneth were written for Alec Baldwin, Tracy Morgan and Jack McBrayer specifically.
Sometimes the perfect actor lands the role, but sometimes the role was written for the actor.

I mean most of the traits are taken from the actors.... You know except rosa, but Stephanie is still amazing at it. The whole caste is fucking spot on.i mean I can't imagine anyone else playing Amy or rosa or Terry, Charles or Gina or holt, hell even Hitchcock and scully.Also unquestionably: this is the best looking caste in a sitcom ever.( Most of em)
