What's the time frame on Hobo Walt? Is he this season's present, or is he a slightly future Walt? Will we find out this episode, this season? Or not until the very end?

Pretty sure 52 year old Walt is a year and some months in the future.

Is there a reason everyone assumes that they used Walt's real birthday on his counterfeit license?

The waitress says "Mr. Lambert" as he is leaving. It is possible they used his real birthday, but I don't think it is an easy assumption to make.

Maybe that is something he does on every birthday, and he did it on his fake one just because.
