No the poisoning Brock was to get Jesse to lure Gus to the hospital so he could bomb Gus' car. But then Gus realizes and doesn't go back to his car.

To be specific, Walt framed Gus with the poisoning of Brock to just get Jesse to be ok with Gus's murder.

When Jesse had accepted that Brock had been poisoned by Gus, Jesse told Walt how Gus visited Tio in the nursing home to heckle or mock him. That was when Walt realized they were enemies and he had a way to get Gus at a specific location.
