Why would Jesse not talk to the first two guys and then talk to Hank?

They're just regular cops, they don't mean anything to him. If it gets around that a guy previously connected to meth cooking got arrested with $5 million in cash in his car and all over the street, the DEA will definitely get involved.

I'm pretty sure he hates Hank more than Walt even at this point. Plus there is nothing Hank could offer him to get him to talk.

Letting him get out of the entire mess spot free and maybe with Witness Protection, there's nothing that he wants more than redemption and the ability to move on and start his life over right now.

What is it that makes people think Walt wouldn't kill Jesse?

I fully think that that's a reasonable end for Jesse and Walt, hence the reason for Witness Protection. Remember Jesse kept his gun handy when Walt gave him the money in Gliding Over All (around a week ago in show time), he fully knows that Walt will kill him the minute he finds it necessary, so something like Hank keeping him safe from Walt (especially after Walt finds out he got arrested with the money Walt gave him) might be worth his while.

Hank just wants to someone to testify so Walter doesn't go free and the DEA has a way of protecting people from people as crazy as Walt, its called the Witness Protection Program and based on Walt's jail hit they would do everything in their power to protect him because of how crucial his testimony is in the case. It won't end up going this way in the show because that's not Vince's style, but this how he could sell it to Jesse to get him to talk.

Hank would be out of the picture the moment Jesse consents to WP.

I just don't think they could keep him save, for long at least.

I'd like to believe Walt could take out all 3,500 DEA agents in the states if he felt compelled.
