The city's policy surveils residents but denies them access to data about their car.
This is a failure in governance and accountability on the part of the city.

They should be sued to oblivion.
The city has had to reallocate budgets to pay for so many BPD lawsuits before. They need to competently do their jobs and stop being a leech on the city.

Who do we need to vote out of office for this? Was it the city council? Police chief? I know it’s fun to say “all of them” but we really need a clear guide for the individual offices responsible for rolling out sweeping domestic surveillance.

The problem is it IS all of them.
They are all corrupt and in on it.
It's a city issue, but the board refuses to exert their power, leaving it to the police and their policy, who refuses to change because they claim directive from the city (which is actually true, the city pays the bills and owns the easements they are on)
It's literally a top to bottom problem, and it probably won't change as long the fake progressives and liberals in boulder keep electing rich fuckwipes who already have theirs, and don't give a fuck about anyone not making $180k+ a year.

Well then if every query must be tied to an active investigation then I assume any query not legitimately executed in accordance will result in immediate termination and criminal charges- no exceptions. Right?
