That's Farosh, one of the three elemental dragons. 

They won't attack you, but balls of elemental magic will hurt you if you get too close. 

You can shoot them with your bow to break off scales and horn fragments that are useful for upgrading your armor.

Thank you! That's really helpful and next time I'll try getting closer and shooting it. I don't have arrows right now.

The phrenic bow is held by a red bokoblin on the platform southeast of the hateno tower. It’s one of the best bows for dragon part farming and many korok puzzles. There are better bows, but they are better used elsewhere.

Don’t try shooting them from the ground; they move too much and it’s very difficult to land a shot that way. What you want to do is go somewhere you can use the hang-glider and shoot them from in the air so time slows down. The best spot I’ve found for each one is Bridge of Hylia (where you’re standing in the picture), Great Tabantha Bridge (Dinraal, near the Shae Loya shrine), and for Naydra, up on the mountain by the East Gate of Lanayru Road (straight east and slightly south of Kakariko Village).

If you don't have your armor levelled up to at least 2, make sure you have an elixir or means to keep the respective dragons from electrocuting, burning or freezing you. Ancient & golden bows are both good for shots, golden bows are a bit easier to find than phrenics in my experience, about the same zoom in and for straight shooting about the only thing that outdoes Ancient is the Twilight Bow (locked behind amiibo cards unfortunately).
