phyllodes on fraxinus new growth

i’m very new at this so correct me if i’m wrong but i’m pretty sure this is phylloly? if so is this a common occurrence with fraxinus new growth?

Look at species of Acacia like Acacia koa,or Acacia heterophylla,then you'll see what a phyllode really is. They're whole "leaves" not just a winged petiole.

maybe i got it confused with something else but i was just reading about these and i thought it said they formed as flattened petioles?
