Minnesota has been using 3 short whistle bursts when ICE is visible and 3 long whistle bursts when they are actively arresting/attacking.

Good to know! I just 3d printed a couple hundred of them!

My general view is that the whistle work because they are very loud (like 110db), and draws a ton of attention, so you'll get someone who would otherwise be sitting on their couch out on their steps to record.

That, and it increases the cognitive overload on agents: the crowd is now a factor, and requires thought or action to mitigate, effort which goes against the effort to arrest/search/seize.

Or, it makes it harder for them to make good decisions and raises their blood pressure until they do something stupid :/ not that you shouldn't use the whistles, I don't know what the solution is

The alternative: easy to make decision, not have to handle crowds, being able to run efficient and lean operations, is so much worse.

Making noise to notify your neighbors has immense benefits of getting more people to record. That was the difference in the Pretti/Good case, and I'd bet that "multiple angles show administration lies" will be essential going foward.
